Advisory Board

An Advisory Board of 11 recognized experts from the transport sector will work in close cooperation with the TIPS partners and will support their effort to enhance the capacity of EU funded transport projects to be at the source of innovation, helping them transform their research results into innovative products and services.

The Advisory Board represents a good geographical coverage of EU countries and brings together experts from all transport modes – air, sea, rail, road and intermodal – as well as from different types of organizations, such as academia, research organizations, public institutions and industry.

The experts will add value by acting as:

  • High-level consultants by providing recommendations on the selection of promising cases of innovative products and services to be supported by TIPS and by participating in Round Tables to discuss exploitation approaches and best practices;
  • Trainers by holding some of the training modules at the Training Academies organised by the project;
  • Active observers by notifying new initiatives and making suggestions related to the project’s activities;
  • Project ambassadors by keeping informed their networks of the project’s activities and outcomes, thus multiplying the project’s dissemination efforts.

Jean-François Boisson holds a Master in Electronics, a PhD of Business Management from Paris-Dauphine University, two awards in advance marketing and in high-tech start-up from HEC business school, and also an Aix IAE diploma.

He has 40 years of business experience mostly for industrial groups and Professional Services enterprises. He was deputy general manager of Gemini France, strategic planning VP of Bull’s  Group for office and telematic businesses, and Business Unit VP of Gemplus for security and professional services businesses.

He was the main founder of the aerospace cluster Pegase in 2005. The Pegase cluster gathers 160 enterprises with 40 lab’s and universities which represents more than 20 000 direct jobs. He defines the strategic positioning of the cluster, the market approach, and the business objectives. He is currently Vice President in charge of SME’s business development and international cooperation of the aerospace cluster Pegase in the Provence French Riviera Region.

He has a strong expertise in value chain management as well as supply chain management in the manufacturing sectors at a WW level. He is highly promoting SME’s development and he considers that they are key for growth and competitiveness, as well as job creation (>85% net jobs in UE). He contributes to the Roissy Charles’ de Gaulle airport process controls systems as an Aeroport de Paris team member. He has developed a system to control small rockets perfect launch. He specifies for the DGAC how to better organise the technical library for airplanes manufacturing. He was senior advisor to the Chamber of Commerce of Marseille as well as the Union of Marseille's Enterprises (Medef) in charge of innovation and competitiveness. He was the initiator of the cluster momentum in Provence since 2001. He is administrator of the regional innovation agency.

He launched and he was strongly involved in more than 30 European funded research large projects. He received 3 international awards for his implementations of research: IPR electronic management, teleworking, eBusiness network.

He is an expert for the European Union Commission and he has performed several international missions for the EU.

He recently published several papers in the field of development of services, industry transformation business processes and the leverage of international partnerships.

Prof./Dr. Daniel L. Cadet, got his Master in 1973 at Ecole Normale Supérieure/Ulm and his PhD in Physics in 1980 at Ecole Polytechnique. After several years at the French Centre National de la Recherche Scientifique (CNRS) as an Associated Researcher he moved to the US to take a Faculty Position at the Department of Meteorology at Florida State University. He came back to France in 1985 to take up a Senior Researcher position at CNRS while teaching at several universities (Paris 6, Toulouse and Clermont-Ferrand). Between 1990 and 2001 he was successively the Deputy-Director of the CNRS “Sciences of the Universe” Department and the CNRS Director for International Affairs. In 2001, he joined ALSTOM Transport as the Vice-President for External Affairs at the TECHNICAL Directorate. In April 2007, he was awarded the diploma of Doctor Honoris Causa from the Transport University in Sofia (Bulgaria).

During the last two decades, Daniel L. Cadet has participated to a large number of Research Policy Groups : member or chairing national and European committees e.g. 1997-99 : First Chairman of the European Marine Board. 1998-2001: Member of the Executive Board of ESF (European Science Foundation).

D. L. Cadet is the Chairman of the Energy Sectorial Committee (Energy and Transport) of the French Agence Nationale de la Recherche (ANR). D. L. Cadet is a Member of the Advisory Council of Graduate Studies of the Department of Mechanics at Politecnico di Milano and Member of the Advisory Board of NEWRAIL Railway Research Group at the University of Newcastle. He is a Member of the Advisory Council of the French Transport Program PREDIT. He is representing ALSTOM Transport within ERRAC (Railway Technology Platform). During the last two years, he has been active in the European Railway Industry endeavour to establish the SHIFT2RAIL JTI within Horizon 2020.He has been active during the preparation phase of the French RAILENIUM Research Institute on Railway Infrastructure. He is a Member of the Steering Committee of the French-German DEUFRAKO Program on Transport.

D. L. Cadet has actively participated to engage ALSTOM Transport in more than 40 EU Railway Projects. He is currently serving as the Chairman of the Steering Committee of two Transport/Energy EU Projects (OSIRIS and MERLIN).

Since May 2001, David Doerr has been active as a scientific officer and programme manager at TÜV Rheinland, advising the German Federal Ministries of Economics and Technology (BMWi), Education and Research (BMBF) and Transport, Building and Urban Development (BMVBS) on transportation research policy and the EU Framework Programmes for Research and Innovation.

His responsibilities in national funding programmes have included the evaluation of research project proposals and the monitoring of funded projects. As National Contact Point for the area of Surface Transport in the EU Framework Programmes, he has gathered deep experience in supporting enterprises and research institutes in their efforts to participate in EU-funded research projects.

Since 2003, he has served as a national expert in the Programme Committee for transport research in the EU Framework Programmes.

He has also contributed to several projects funded by the Framework Programme, most recently as coordinator of the European Transport NCP Alliance (ETNA).

Prior to his years at TÜV Rheinland, Mr. Doerr served as a project officer in the German EUREKA/COST Bureau. In addition to providing enterprises and research institutes with assistance in the initiation and execution of research projects, he served as a member of the EUREKA Expert Advisory Group, an international team of experts to assess the economic impact of the initiative.

Francesco Filippi has been a Transport Engineer since 1970.

Since 2000 he is Full Professor of Transport and Logistics at the Faculty of Engineering of the Sapienza University of Rome, where he is also the Director of the Research Centre for Transport and Logistics (CTL). The Ministry of Research and the Sapienza University approved and funded in 2003 the CTL centre of excellence in transport and logistics.

He is active in European research for DG VII, XIII, XVI, XVII of the European Commission and in all Italian transport sectors.  His expertise lies in transport planning, transport and mechanical engineering, land use-transport relationships, transport planning and policy analysis, travel behaviour analysis, logistics, safety and security, environment, ICT and ITS.

Prof. Filippi has furthermore worked for the Ministry of Foreign Affairs as an Expert on Transport for training of public officers of Mercosur countries in Montevideo, Uruguay and as a Professor of transport at the University Eduardo Modlane, Maputo, Mozambique.

Francesco Filippi has also been the Italian representative and expert in the Transport Programme of the EC, responsible for providing information and advice in developing the work programmes for transport in relation to the interest of Italian research and stakeholders.

Since 2009 he has been the Associate Editor of the European Transport Research Review.

Stefano Mainero holds a degree in Electronic Engineering from the Politecnico di Torino University (Italy). He is the CEO and EU Project Director at EPN Consulting Limited in London (UK) and is an external Professor of Transport at Politecnico di Torino University (Italy).

He is a Senior Expert in Intelligent Transport Systems applied to Road Transport and in particular Public Transport, Logistics, Smart Mobility in Smart Cities and Motorways. He has excellent knowledge of EC-funded projects, in particular FP7 and CIP/IEE and acts as an Expert Evaluator for the European Commission.

He has given several lectures at Politecnico di Torino (Turin, Italy), Free University of Bolzano(Bolzano/Bozen, Italy), University of the West of England (Bristol, UK) about the application of ITS to road transport (urban, inter-urban, extra-urban) and how EC-funded projects have contributed to enhance their usage.

Josef Mikulik graduated at the Civil Engineering Faculty of the Technical University of Brno (1969),  after one year education at the Technical University of Karlsruhe, he obtained his PhD degree in road safety infrastructure planning (1988).

He has been working since 1976 at the Transport Research Institute in the road safety, road traffic engineering and urban transport research. In 1992 he was the founder of CDV – Transport Research Centre and its Director until 2007. Nowadays he is the Chair of CDV Institute Council.

Dr. Mikulik introduced Czech transport research to the European research area and established cooperative links between transport (particularly road) research and academic institutions within the Central and East European region contributing to the extension of the EU and OECD research towards this region.

During the recent years, he was or still is a member of the international research bodies and committees as follows: OECD-IRTAD (chair), JTRC OECD/ITF (Steering Group), ECTRI (vice-chair), FEHRL (Steering Group), FERSI (Steering Group), COST TC Transport (chair), ERTRAC, PIARC Road Safety, TRB Committee on Conduct of Research, TRB Committee on Transport Safety Management (U.S.), Forschunggesellschaft fuer Strassenwesen (Germany).

He was the member of the Czech bodies and organisations:  Governmental Road Safety Council (BESIP), Association of Research Organisations (AVO), Scientific Board of Minister of Transport, National COST Programme Board, Czech Road Society (CSS), Editorial Board of journals Doprava (Transport) and Silniční obzor (Road Horizon).

Recently he also acts as a member of the Scientific board of the Technology Agency of the Czech Republic and Executive chair of Road Transport Technology Platform.

He is the project leader of the most recent Czech key road safety activity – National Road Safety Strategy 2011-2020 contracted by the Czech Ministry of Transport.

Professor Nash is Research Professor in the Institute for Transport Studies, University of Leeds (ITS); he was Director of ITS for seven years. He works primarily on road and rail transport economics and policy, including pricing, regulation and project appraisal. He has acted as specialist advisor to many organisations, including the European Commission High Level Group on Infrastructure Charging, OECD and the Transport and European Union Select Committees of the British Parliament. Recent work includes studies of rail investment policy for the Chinese Ministry of Railways and the World Bank, competition in rail passenger transport for the British rail regulator and vertical separation in railways for the Community of European Railways. On high speed rail, he acted as advisor to Network Rail in the UK, to the Department of Infrastructure and Transport in Australia, and serves as a member of the Transportation Research Board committee examining the issue in the US. He is Associate Editor of the Journal of Rail Transport Planning and Management, and on the Editorial Board of the Journal of Transport Economics and Policy (of which he is a former editor), the South African Journal of Transport and Logistics and the International Journal of Green Economics. He has been coordinator of six EU framework programme research projects including UNITE (Unification of Marginal Costs and Transport Accounts for Transport Efficiency), GRACE (Generalisation of research on Accounts and Cost Estimation) and Imprint-Europe (Implementation of Pricing Reform – Transport), and contributed to many more, including currently SUSTRAIL (The sustainable freight railway: designing the freight vehicle – track system for higher delivered tonnage with improved availability at reduced cost).

Dr. Stratos Papadimitriou is a Professor at the Department of Maritime Studies, University of Piraeus and currently serves as Chairman of the Department. He is also the Director of the Transportation Systems Laboratory that was established over a decade ago. His subject areas of expertise are Transportation Systems, Ports, Logistics, Sustainable and Urban Transport.

He also has extensive administrative experience in the field of Transport. From July 2010 till October 2012he served as Chairman of the Board of Directors of the Athens International Airport and from July 1997 till July 2002 he served as CEO of the Athens Urban Transport Organization.

Furthermore, he has acted as an expert and adviser to Ministers of Transport and Economy, the European Union, the EESC, OECD, on a variety of issues ranging from transport development, financing and transport policy formulation issues.

He has been an evaluator for research and infrastructure projects for the EU. He has been involved in various research projects regarding transport systems and logistics. He has written over 80 academic articles on transport and logistics issues and his work has been cited over 1500 times.

Claus Seibt graduated in mechanical and transport engineering at the University of Kassel in Germany, followed by a second graduation in applied social and political sciences.

After three years as assistant professor at the University of Kassel, Institute for Environmental Economics researching and teaching on green transport technology and innovation, he started to work for the German Technology Assessment Board and Research Institute for Systems Analysis and Technology Assessment at Karlsruhe Institute of Technology. At this position he contributed to several technology assessment and transport technology research projects.

In 2002 he joined Austrian Research Centres (ARC) as expert for transport related technology and innovation policy. He performed research on innovation landscapes and innovation dynamics in the Austrian and European transport research and transport technology arena and innovation systems in this sector. He was strongly engaged as policy advisor to the Austrian Ministry of Transport and Technology (bmvit) and the European Commission.

In 2007 he was seconded by the Austrian Ministry of Transport, Innovation and Technology (bmvit) as national seconded expert to the European Commission Directorate General Research (DG RTD), directorate transport. Around two and a half years he served as policy officer and project officer in relation to the 6th and 7th European Framework Programme.

After this secondment he went back to Austria to work again in the Austrian Research Centre (meanwhile reorganized as Austrian Institute of Technology. Following an additional part time engagement as senior research fellow at the Austrian Institute for Foreign Affairs (oiip), he was in 2012 employed by AustriaTech, Federal State Agency for Intelligent Transport Systems as senior policy advisor for Intelligent Transport Systems (ITS) research and innovation policy. In this position he performed and was involved as a policy advisor in national and transnational transport research policy agenda setting and strategic programming action.

Since 1. September 2013 Claus Seibt is employed now as programme director for sustainable transportation policy at the Wuppertal Institute for Climate, Environment and Energy in Germany.

Peter Wolters has been promoting intermodal transport and logistics best practices to EU authorities and industrial users for more than a decade. He advocates better interoperability between all transport modes: rail, road, waterborne and air, since the logistics' chain still has lots of shortcomings in infrastructural, technical, organisational and legal respects.

Peter’s experience covers finalized project partnership in industrial research such as EIRAC (European Intermodal Research Advisory Council); SmartCM (Smart Container Chain Management); Tellibox (new MegaSwapBox for road, rail, waterborne), Spectrum (exploiting new rail markets), Bestfact (Best Practice Factory for Freight Transport) and Ewita (e-learning for inland waterways and intermodal transport) among many other EU projects. Peter is an Advisory Board member in various initiatives such as SuperGreen (defining EU green corridors) and E-freight (providing a reference model for transport & logistics supporting paperless information exchange).

In the global intermodal context, Peter has been invited by authorities and administrations to address present examples of EU sustainable infrastructure policies and operations (Asia, Latin America) while he was invited as an evaluator to national innovation programmes. Peters’ political efforts in aid of pushing freight & logistics towards the heart of EU industrial policies, together with its members, are an ongoing process. Recent achievements include dedicated visits to the cabinet of President Barroso (EC), Van Rompuy (EU Council), transport Commissioner Kallas and various other institutes (UN; OECD) in which EIA has an NGO status.

Peter is the co-author and publisher of the ‘Intermodal Yearbook; strategies, statistics, terminals and players’ atlas and ‘Intermodal Freight Transport in Europe’ handbook. ‘Mental shift’ initiatives have been introduced by Peter, including the ‘Intermodal Masterclass’ and the annual ‘Intermodal Awards’ ceremony for best practices.

Peter graduated as Human Resources Manager at the Academie Mens Arbeid in Tilburg (NL) in 1996, while he obtained an additional credential ‘European Organisations’ in 1997. His intermodal career started within the Intermodal Transport Foundation in the Netherlands, where after he was taken aboard the European Intermodal Association.

Eleni Zacharaki is a Civil Engineer - Transport Planner (Dipl., MSc, PhD) with studies both in Greece and UK. She started her career in 2000, as research associate and freelance in the Transport sector and with a main focus and interest on the topics of transport planning, passenger transport, public transport, intelligent transport systems (ITS), land use – transport interactions, impacts from the provision of transport infrastructure / services, environmental impact assessment, acting as a basic researcher. 

From 2007 she started to work to the Managing Authority of the Operational Programme “Railways, Airports, Public Transport”, as expert in Unit A “Evaluation and Programming”.  Within the frame of this job, her prime responsibilities were: strategic planning for railways, airports and public transport, prioritization / evaluation of project proposals for investments in these fields, EU transport policy, evaluation/ coordination and project management of projects funded by the TEN-T budget (DG - MOVE).

Since February 2011, her role has changed and she started to work as Special Advisor to the Ministry of Development, Competitiveness, Infrastructure, Transport and Networks in the (Cabinet Office), with main focus on EU transport policy and research, public transport, clean transport systems, integrated transport plans, ITS, road safety, railways, airports, Public – Private Partnerships.  At the same time she started to act  as Lecturer (with an employment relationship under private law fixed according to the standard provisions of Article 5 of the Presidential Degree 407/80) teaching the course of Traffic Engineering.

Throughout the years of her working life, she has participated in more than 15 research projects (funded by EU or national authorities), gaining experience and knowledge in a broad range of transport related topics.
